In most circumstances, the welfare of the importing country increases as a result of dumping, as consumers and users of the product benefit from lower import prices, even though the reason for the reduction in price (the dumping) may vary.

Of course, even if the WTO thinks dumping is OK, most governments and policymakers do not share this opinion. Companies must be sure to comply with Anti-Dumping Duties (ADD) if they choose to import a product into a nation which has determined the product is being dumped.
